• Digital Archiving of Audio Content using WINISIS and Greenstone Software: A Manual for Community Radio Managers

      This self-instructional handbook is aimed at helping managers of community radio stations, FM radio stations, public service broadcasting agencies and any other organisations that deal with audio files in creating prototype archives of digital audio documents. In line with the needs of the community, the manual guides users in creating their proper archives with stable, free software like WINISIS, GenISIS and Greenstone. The book also mentions the URLs from where these software can be downloaded from. While free and open source software (FOSS) helps digital inclusion of citizens in developing countries by bringing within easy reach the socially useful applications, UNESCO's information processing tools help many grassroots institutions in disseminating information to local communities. Digital archive of a community radio station will be a kind of knowledge repository that contains collective wisdom of indigenous people, communities and institutions in the region. The South Asia sub-region is now at the nascent stage of community radio development, with the introduction of policy frameworks in India, Nepal and other countries. Community radio has a great development potential across the sub-region with ever increasing number of community radio stations. To maintain an archive of broadcasted contents is a legal obligation as a self-regulatory mechanism, however many stations are not equipped for doing this. Also community radio stations need to reuse and re-broadcast many of their archived contents. This publication has its genesis in the recommendations and proceedings of the UNESCO-supported two national events entitled respectively 'National Consultation on Community Radio for Practising and Potential Community Radio Operators in India' and 'National Consultation to Review Community Radio in Nepal', where community radio station managers felt the importance of archiving digital audio contents. This document can be considered as an authoritative self-instructional manual for digital archiving of multimedia contents and more specifically for community radio contents. The manual users may find it helpful in their daily work.
    • ETD Policies, Strategies and Initiatives in India: A Critical Appraisal

      The fruits of research from the formal research programmes of conventional universities and academic research institutions in India were under-utilized as the access to theses, dissertations and research reports were very limited to the next generation researchers and scholars. Modern information and communication technology (ICT) acts as an effective intervener for paradigm shifting from closed access theses and dissertations to open access electronic theses and dissertations (ETD). Now, the researchers in national institutions and universities in India have greater access to research literature, due to subscription to many e-journals and scholarly databases in most subject areas. But, the access to thesis and dissertation literature is very limited due to lack of national databases of theses and dissertations, both in bibliographic and full-text formats. Recently, India's University Grants Commission enacted â UGC (Submission of Metadata and Full-text of Doctoral Theses in Electronic Format) Regulations, 2005â to strengthen national capability of producing electronic theses and dissertations, and, to maintain university-level and national level databases of theses and dissertations. Some elite research institutions, such as Indian Institute of Science, have already started providing access to ETDs through open access archives. Some other institutions have taken initiatives to provide access to ETDs only through intranet (within the campus). The Vidyanidhi, INDEST Consortium, CSIR and INFLIBNET Centre are working towards implementation of open access ETD and/or bibliographic databases of theses and dissertations, but they also have some limitations. National policies on open access to ETD and other research literature, particularly the public funded ones, are yet to be ready. In India, some advocacy and pressure groups also exist that support open access to scholarly literature. Present paper explores the policy frameworks, strategic dimensions and analyses SWOT (strengths, weaknesses, opportunities and threats) of existing ETD initiatives in India.

      The National Mission for Manuscripts of India, in association with UNESCO, completed a research study to assist in the development of legal and policy framework and protocols for promoting equitable access to documentary heritage, relevant to India and other South Asian countries. Entitled Legal and Policy Framework for Promoting Equitable Access to Documentary Heritage, the study seeks to accurately identify and critically examine the legal and policy framework for promoting equitable access to documentary heritage. The National Mission for Manuscripts is the most important institution in India dealing with bibliographic databases and the conservation and preservation of valuable manuscripts. The study covers the legal and policy framework which envelops the lifecycle of the Mission's work: access to manuscripts, their digitisation and creation of databases. By critically examining the legal rules in the practical context of the Missionâ s work, the research team has put together the first review of an initiative aimed at the protection of Indian traditional knowledge. The study illustrates working patterns of the Mission within the legal and policy framework of the country. It is a helpful sourcebook for understanding South Asian legal and policy framework for accessing documentary heritage collections. While the study does not set out to be the final word on these policy initiatives, it definitely makes significant progress in the policy debate and legal literature in this field. The conclusions presented in the form of draft legal agreements and policy recommendations will, with no doubt, be valuable tools for South Asian countries that share similar legal and policy framework within the sub-region.
    • Library Advocacy in India in the Light of Education for Sustainable Development – Perspectives of an Emerging Economy

      India is considered as a world leader amongst the developing countries in terms of economic sustainability and growth. India also has a growing number of literate population due to rapid expansion of secondary and post-secondary education landscape. However, when it comes to education for sustainable development (ESD), India stands more elitist to serve only privileged sections of population. Indian public library system still remains inadequate to fulfil the huge demands from neo functional literates or lifelong learners who mostly belong to under-privileged sections. ESD is incomplete without having adequate equity-based access to public library system which is an essential component of the ESD concept. Here comes the emergence of strong library advocates in the country. In post-independent India, Indian library associations were engaged in public library legislation in few states of India. The public library legislations in different states were resulted from public library movement in the country. When new generation of library professionals took charge of library associations in the country, a dilution of public library movement and library advocacy across the country is observed. Where leadership of library associations was no more seriously engaged in library advocacy in the country, there was also rare existence of Indian civil societies engaged in library advocacy as well as policy advocacy in the relevant fields. Fortunately, Indian National Knowledge Commission (NKC) was established in 2005 by the Central government which eventually formed a Working Group on Libraries. This Working Group on Libraries along with other related working groups of NKC re-established dialogs with national and state actors and other stakeholders through public consultations. Some civil society organizations also have started focusing on library advocacy, as a part of their engagement in ESD. This paper discusses trajectories of various actors and stakeholders in India who are catching up 'library advocacy' to bridge the knowledge gaps in the country. This paper also analyses impact of Indian government's policy frameworks towards building inclusive knowledge societies and their implications in future library advocacy in India.
    • Open Access to Knowledge and Information: Scholarly Literature and Digital Library Initiatives - the South Asian Scenario

      The South Asia sub-region is now in the forefront of the Open Access movement within developing countries in the world, with India being the most prominent partner in terms of its successful Open Access and Digital Library initiatives. Institutional and policy frameworks in India also facilitate innovative solutions for increasing international visibility and accessibility of scholarly literature and documentary heritage in this country. This publication has its genesis in the recommendations and proceedings of UNESCO-supported international conferences and workshops including the 4th International Conference of Asian Digital Libraries (ICADL2001, Bangalore); the International Conferences on Digital Libraries (ICDL2004 & ICDL2006, New Delhi); and the International Workshop on Greenstone Digital Library Software (2006, Kozhikode), where many information professionals of this sub-region demonstrated their Digital Library and Open Access initiatives. This book describes successful digital library and open access initiatives in the South Asia sub-region that are available in the forms of open courseware, open access journals, metadata harvesting services, national-level open access repositories and institutional repositories. This book may be considered an authoritative Source-book on Open Access development in this sub-region.

    • Role of Lifelong Learning in Emerging Knowledge Economy in India

      India is considered as an emerging knowledge economy; however, Indian citizens are not fully prepared to take up the challenges and opportunities of globalization. Lifelong learning helps in smooth transition in a rapidly changing workplace environment. This paper describes the lifelong learning process in the context of Indian society. This paper also elaborates how Indian public policies, particularly which are recommended by the National Knowledge Commission, supplement efficacies of knowledge economies by preparing young citizens in the country.
    • WINISIS - A Practical Guide: In Hindi Language

      This WINISIS Training Manual in Hindi language contains three self-learning modules: WINISIS â A Practical Guide; Creating Web Interface for CDS/ISIS Databases using GenisisWeb; and Publishing CDS/ISIS Databases on CD-ROM using GenisisCD. These self-learning modules are the outcome of the Advanced Workshop on CDS-ISIS for Windows, held at the Thapar University on 14-18 May 2007. The Training Manual covers all aspects of WINISIS: installation of software, creation of the database, database operations, customization of search interfaces and display formatting language. Advanced features, such as hyper-linking, web interfacing, full-text document processing and automation of libraries, are also present in this document. Target audience of this Manual is library professionals working in academic, special and public libraries as well as students of library science courses. The Manual will also be helpful to small organizations, which are building digital archives in local library setup or on CD-ROMs. After practicing the laboratory exercises given in the Manual, the learners will be able to install WINISIS software and its web application tools GENISIS; create and manage bibliographic or full-text databases. This Manual is particularly useful in the South Asian region, where availability of training material in local languages is crucial for providing public information services with the help of free and open source software (FOSS).
