Without clear evidence that school choice and vouchers increase educational opportunities for students of all populations, including those of racially minoritized populations, privatization policies continue the status quo of unequal educational opportunities. Arizona’s 2022 universal expansion of the Empowerment Scholarship Accounts (ESAs) is an example of opportunity hoarding as a means of perpetuating inequities to the detriment of students from racially and socioeconomically minoritized populations. Using several quantitative research methods, this identifies relationships between voucher participation and school district demographic data.Type
